The pace bowler has taken over 300 dismissals in 71 appearances with an impressive average.
The Australian chief selector Bailey has declared that pace spearhead Cummins will have a crucial role in this winter's Ashes series.
Speculation had been growing that Cummins might sit out due to a persistent back stress problem that was still troubling him.
Initial reports from the squad suggested no definitive call had been made regarding whether he would play, with the extended contest set to start on 21 November in Perth.
Bailey expressed that the captain is progressing and felt positive about the prospects of being involved.
"We know that the clock is ticking and various factors involved, not only his injury, but additional elements," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a key capacity. With luck it's the first Test. Otherwise, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the white-ball matches against New Zealand and India last month after scans revealed a stress reaction in his back.
Previous incidents include of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in four years.
He emphasized he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the Ashes.
The selector indicated that it was unclear if Cummins had begun bowling as part of his recovery but admitted it was "becoming urgent" for him to recover fully for the initial match.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against the Asian giants as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and confirmed that he's scheduled to appear in the state-level matches, so will be "well-prepared to deliver overs."
"We put so much time has gone into building out the plan for him to be available for the initial game as an dual-role player," Bailey explained.
"His involvement was limited to the first two ODIs in any case. The way he swings the willow in shorter formats, even if it just sets him back for 24 more hours, we just made the decision to take a cautious route."
